                                   Phase CARES REQUEST FOR PROPOSAL (RFP)

​GENERAL INFORMATION

The Emergency Food and Shelter Program (EFSP) was appropriated supplemental funds under the Coronavirus Aid, Relief, and Economic Security (CARES) Act in FY 2020 in the amount of $200 million (Phase CARES).

EFSP funds are Federal funds through the Department of Homeland Security's Federal Emergency Management Agency under the Emergency Food and Shelter National Board Program (EFSP). Los Angeles County Local Board has been awarded $7,015,110 for Phase CARES. 


The Los Angeles County Emergency Food and Shelter Program (EFSP), will open the Phase CARES RFP on Saturday June 6, 2020 thru Friday, July 3, 2020


To be eligible for EFSP Phase CARES funding, organizations must provide one or more of the following services (organizations may apply for more than one funding area):
  • Food (served meals, food vouchers, food pantries) 
  • Shelter (mass shelter, motel vouchers) 
  • Food Bank
  • Rental/Mortgage Assistance​

EFSP funds are supplemental and may not exceed 40% of a program budget. Funds are not intended to substitute for other program funds or to start new programs and are not to be held or reserved for future use

EFSP funds may not be provided exactly per program period calendar. Funds are provided in two payments, the second payment will likely come after the close of the spending cycle, and costs can

​only be reimbursed for expenditures made during the specified spending cycle.

PHASE CARES SPENDING PERIOD
The Phase CARES spending period is January 27, 2020 through December 31, 2020. Funded agencies will be allowed to retroactively claim reimbursement for expenditures made throughout the spending period.

The spending end date is the SAME for BOTH Phase 37 and Phase CARES. Expenditures for each Phase must be kept separate, and CANNOT overlap. 

The spending period end date can be extended by the Local Board, if deemed necessary. LRO's will be informed of any changes made via email. 

REQUEST AMOUNT
NEW AGENCIES and/or RETURNING AGENCIES  - Can apply for funding based on program needs. (New agencies do not have a maximum limit to request as in previous phases) 

Minimum Request for all applicants must be $2,500 in a single or combined category.

AWARDS
The Los Angeles Local Board evaluates and scores all eligible applications submitted, and makes allocation decisions based on the most effective and efficient delivery of emergency services across the county. Under no circumstances is the EFSP Local Board bound to award any organization the amount requested.

AWARDS NOTIFICATION
The Los Angeles Local Board will notify the applicants by August 13, 2020 of BOTH Phase 37 and Phase CARES awards.

BIDDERS CONFERENCE

Los Angeles County Emergency food and Shelter Program will hold two Bidders Conference sessions to provide information on the EFSP program, and application process. We are holding two sessions to accommodate schedules, one will be offered in the morning, and one in the afternoon, you only need to participate in one session as they will each provide the same information. Participation in the Bidders Conference is not mandatory, however, recommended for all agencies, and highly encouraged for all new agencies that have not received EFSP funding in any past phase.

Bidders Conference Q&A

​       CRITERIA FOR A LOCAL AGENCY TO BE ELIGIBLE FOR EFSP FUNDING IT MUST: 

• Be nonprofit or an agency of government; (School Districts Do Not Qualify)
• Not be debarred or suspended from receiving Federal funding;
• Have a checking account and sign up for EFT (cash payments are not allowed);
• Have an accounting system or fiscal agent approved by the Local Board; 
• Have a Federal Employer Identification Number (FEIN);
• Have a Data Universal Number System (DUNS) number issued by Dun & Bradstreet (D&B) and provide along with other required associated information;
• Have a valid email address for program communication and electronic signature processes;
• Conduct an independent annual audit if receiving $100,000 or more in EFSP funds; conduct an annual accountant's review if receiving $50,000 to $99,999 in EFSP funds.  See Annex 12, page 103.
• Conduct annual audit, if expending $750,000 or more in Federal funds, in compliance with the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards at 2 CFR 200 of the Office of Management and Budget (Uniform Guidance);
• Be providing services and using its other resources in the area in which they are seeking funding;
​• Practice nondiscrimination (those agencies with a religious affiliation wishing to participate in the program must not refuse services to an applicant based on religion or require attendance at religious services as a condition of assistance, nor will such groups engage in any religious proselytizing in any program receiving EFSP funds;
• Have a voluntary board if private, not-for-profit; and,
• To the extent practicable, involve homeless individuals and families, through employment, volunteer programs, etc., in providing emergency food and shelter services. ​

NOTE: Per the Emergency Food and Shelter Program National Board guidelines, "School Districts" cannot receive EFSP funding, as they do not meet the intent of the program.

APPLICATION INSTRUCTIONS

HOW TO ACCESS AND COMPLETE THE APPLICATION
​Phase CARES application has changed in multiple ways from that of other EFSP RFP's please read all information.
          - The application has been combined into one (1) application incorporating all 
             categories funded for Los Angeles County.
          - The application has questions regarding COVID-19
          - The application has a new "request table" for all categories in which you will be
             applying for funding. Please thoroughly review the request table and provide the
             amount you will be requesting for each category. It is the agencies responsibility
             to ensure that you have completed the table correctly and listed your requested 
             amount in the correct field. You will ALSO have to provide the total amount of all
             categories that you have requested for Phase CARES.
          - If applying for categories (Mass Shelter, Other Shelter, Served Meals, Other
            Other Food) you must complete Section A-C of the narrative.
          - If applying for categories (Rental/Mortgage Assistance or Food Bank) you must
            must complete Section A- D of the narrative. 
               

The application link will take you to "Microsoft WORD" application. Please complete the application thoroughly, and provide all attachments requested. DO NOT leave any questions unanswered, even if you have already provided your answer in another section. If you fail to answer the question asked, you will not receive points for the question.

Saving the application:                                                                                                                The completed application must be saved by the full agency name.
           
Application Word Count:
There is a 2000 character limit for each question.

You will receive a receipt acknowledging that we have received your application within 24 hours. If you do not receive a receipt from us, we have not received your application.

​​Budget Attachments
The Budgets needed to complete Section III "Current Organization Annual Operating Expenses" for each category are located below. Click on the category in which you are applying to complete the budget for that specific category. If you are applying in multiple categories, the correct budget must be completed for each individual category.

The completed budget for each category you are applying MUST be submitted as an attachment with the application.
