Greetings Folks,

Emergency Food and Shelter Program (EFSP) has released Phase 35 and Phase 36 final reports which must be completed and electronically submitted for EFSP Los Angeles County on or before Tuesday , October 13, 2020
Please Note: Although you may see a later due date for the final reports of October 23, 2020, this is the NATIONAL BOARD due date for all Local Boards across the Nation  and does not reflect the due date of the individual Local Boards sets for their funded LRO’s. The Local Board must review  all final reports for its jurisdiction, and once the review is done, we send the reports to the National Board. As a funded LRO of Los Angeles County Local Board, you are required to complete and submit your final reports for Phase 35 and Phase 36 by the due date noted above, October 13, 2020.


Phase 37 second payments, and Phase CARES will not be provided to any LRO with outstanding reports and or missing documentation. The final reports MUST be completed and submitted by the due date to allow for the Local Board to complete the review and final submission of all reports as a group submission by the National due date noted on the information sheet.

Assessing The Final Report

All final reports are accessed on the Emergency Food and Shelter National Board website -
          - Go to www.efsp.unitedway.org 
          - Select "Final Reports" on the left hand side of the homepage menu
          - Select the phase from the drop down menu

he final reports for Phase 35 and Phase 36 have changed and now require online submission of both the final report itself, and the uploading of the spreadsheets and supporting documentation (if selected)
- All LRO’s that received funds in Phase 35 and/or Phase 36 MUST complete a final report
- All LRO’s MUST complete and upload the “Expenditure Spreadsheet “ for your funded category
- A few agencies have been selected to provide FULL DOCUMENTATION along with their Expenditure spreadsheets to support all expenditure spreadsheets and final report. If you are selected for this submission requirement you will see the final report with a noted, with a “DR (Documents Required) on the final report itself, all other LRO’s that were not selected for full documentation review will see an “NDR (No Documents Required) with this final report. (Every LRO must maintain their supporting documentation, for a period of 3 years after the final report submission, as they are subject to review)
- All New agencies that started with the EFSP program in Phase 35 or Phase 36 MUST provide Full Documentation.
- IF your agency is NOT a new agency however was selected by the National Board for full documentation review, I will also be sending a separate reminder email that you must provide full documentation.
- Completion of the final reports is mandatory, and recommended to complete ASAP. Not submitting the final report by the Local Board due date will result in a “No Report Submitted” status and will affect all future funding including second payments for Phase 37.

The Los Angeles EFSP Local Board has also created a new email address designated to receive documents such as the DUNS reports, and other requested forms or information. This designated email

Information from the EFSP National Board

Phases 35 and 36 Final Reports Status
Documentation Submission – Documentation, copies of receipts, invoices and proof of payments for expenditures made with EFSP funds, will only be required for agencies that were new participants in the program in Phases 35 and 36 or selected at the National Board’s discretion.  If an agency was considered new or selected at the National Board’s discretion, they will have to submit documentation to support all expenditures made in both phases, if funding was received.  Documentation submission status will be provided in the LRO Submission Status Letter that will be on the website for Local Boards in the Final Report dashboard for each phase and it will be indicated on LROs’ individual Final Reports.  It is important to remember that while documentation may not be requested with Final Reports, LROs are still required to maintain the documentation for a period of 3 years, after the Final Report has been reviewed by the National Board.  Documentation may be requested at anytime during the retention period by the National Board, the EFSP external auditor, FEMA or others for program compliance review.
Spreadsheets Submission – The submission of spreadsheets have been a requirement for many years, all agencies that participated in the program in Phases 35 and 36 must provide spreadsheets for each category in which expenditures were made.  However, beginning with Phases 35 and 36 Final Reports submissions, spreadsheets must be electronically submitted with the Final Reports during the e-signing process. Detail regarding the submission of spreadsheets will be provided in the Final Reports materials along with links to access webinars to assist with the submission of Final Reports.
